In accordinace with MA law and our mission to provide a safe and positive experience for the children, RYBSA maintains a CORI policy and program.  Below are the expectations and policy.  Prospective coaches, assistants, or any other on-field, direct contact volunteers must comply to participate.

Head coaches are responsible to:

  • Make all on-field assistants aware of this requirement and process.  This applies whether they are "formal" assistant coaches or just casual assistants helping with practices etc. 
  • Share name of any assistants with your division VP and the league CORI Admin.  Contact info here
  • Confirm assistants' CORI approval status with CORI Admin before allowing on-field participation.  NOTE:  This process will not disclose any confidential information to coaches, only whether someone is approved.

I.PURPOSE: Criminal Offender record Information (CORI) checks are part of a general background check for employment, volunteer work or licensing purposes, the following practices and procedures will be followed:



1.    CORI checks will only be conducted as authorized by DCJIS.  All applicants will be notified that a CORI check will be conducted. If requested an applicant will be provided a copy of the CORI policy; pursuant to 803 CMR 6.11.

2.    An informed review of a criminal record requires adequate training.  Accordingly, all personnel authorized to review CORI in the decision making process will be thoroughly familiar with  the educational materials made available by DCJIS.

3.    CORI checks shall be performed before applicants commence activities that require the CORI clearance process, e.g.: on-field coaching, etc.  In the case of returning volunteers or applicants, who have previously been cleared through the CORI process, CORI clearance must be re-established within a time period not to exceed 2 years from last review, or more frequently at the discretion of RYBSA where deemed necessary.

IV.SUITABILITY:  RYBSA will reserve the right to review any and all information as it pertains to a positive CORI result.  All circumstances will be reviewed prior to a final determination of said applicant


1.    Unless otherwise provided by law, a criminal record will not automatically disqualify an applicant.  Rather, determinations of suitability based on CORI checks will be made consistent with this policy and any applicable law or regulation.


  III.        IDENTIFICATION: As it pertains to M.G.L. c. 6 s. 167-178B, all applicants will provide proper identification when submitting said application.


1.    If a criminal record is received by DCJIS, the authorized individual will closely compare the record provided by DCJIS with the information on the CORI request form and any other identifying information provided by the applicant, to ensure the record relates to the applicant.


  IV.        ADVERSE DECISIONS: If an adverse decision is made upon an applicant it will be done so in conjunction to M.G.L., regulations and supported by this policy.


1.    If the RYBSA is inclined to make an adverse decision based on the results of the CORI check, the applicant will be notified immediately.  The applicant shall be provided with a copy of the criminal record and the RYBSA’s CORI Policy, advised of the part(s) of the record that make the individual unsuitable for the position or license, and given an opportunity to dispute the accuracy and relevance of the CORI record.


V.   APPLICANTS RIGHT TO CHALLENGE: Pursuant to M.G.L. c. 6 s.167-178B, if an applicant is denied and is challenging the accuracy of the policy, they shall be provided a copy of DCJIS’s Information Concerning the Process in Correcting a Criminal Record.  If the CORI record provided does not exactly match the identification information provided by the applicant, RYBSA will make a determination based on a comparison of the CORI records and documents provided by the applicant.  The RYBSA may contact DCJIS and request a detailed search consistent with DCJIS Policy.


  VI.        RECORD ACCURACY:  If RYBSA reasonably believes the record belongs to the applicant and is accurate, based on the information as provided within this policy, then the determination of suitability for the position or license will be made.  Unless otherwise provided by law, factors considered in determining suitability may include, but not limited to the following:


1.    Relevance of the crime to position sought.

2.    The nature of the work to be performed.

3.    Time since conviction.

4.    Age of the applicant at the time of offense.

5.    Seriousness and specific circumstances of the offense.

6.    The number of offenses.

7.    Whether the applicant has pending charges.

8.    Any relevance evidence of rehabilitation or lack thereof.

9.    Any other relevant information, including information submitted by the candidate or requested by the hiring authority.


VII.        DISQUALIFIERS: This category may include but not limited to the following offenses.  All RYBSA Board Members will make suitability decisions for these and other crimes not mentioned based on the factors listed in this policy above:


1.    Applicant is a registered sex offender.

2.    Convictions or pending cases for any sex crime and or crimes against children.

3.    Convictions or pending cases for any narcotic trafficking offense.

4.    Convictions or pending cases for any offense relating to unlawfully carrying/possessing a firearm.

5.    Convictions in the last ten years or pending cases for felony assaults.

6.    Convictions in the last ten years or pending cases for felony drug offenses.

7.    Convictions in the last ten years or pending cases for felony crimes against the person.


VIII.        RYBSA will notify the applicant of the decision and the basis of the decision in a timely manner.
